BN Surging/Hunting like mad (Take two)

So my crazy surging BN have been reeled in. You can see my issues here:

It was the bumper, I had to turn that sucker in at least 1/2" from where it was originally. The spring was there so I just cleaned everything up and reinstalled. It still idle down nicely so I guess I've got it right.

This old girl has always low idled like a dream but the upper end of the throttle has been a bit uneven. Not like a constant miss just random small pops. It cleans up somewhat under load. It does tend to foul plugs after a while so I probably should check that. Probably due to it not being worked all that hard and the engine just being worn (it leaks from everywhere).
