On WFE's the spindles are constructed similar to old cars with kingpins. If they go without grease real long the spindle bushings can rotate missaligning the hole in the bushing with the grease fitting. I had this happen once. If you find the stiffness to be in the spindles, remove the grease fittings and drill new holes through the bushings and re-grease.
