The engine has been changed that engine came from Baler,combine or maybe just a power unit. Those engines had a starter mounted forward from the flywheel thats why the void is there. Now if you look at the part# on the block and the cast code you just mite have a later block that would take the 3 1/4 sleeves and pistons. I have one getting ready to rebuild as they overhauled it and let it set in the rain and rusted all the pictons fast so it gets new 3 1/4 kithi dome.
