Those cheap regulators made in China are junk. The longest I was able to get a Rural King regulator to last was 11 months. A generator is perfectly capable of operating a VR, in fact in the 50's, most were using a VR instead of a cutout. As far as a fix if you are completely down, open the black cap on the VR and file the points on the side with the smaller winding.
