If you did not wire the throttle lever on the pump in the full throttle position it is possible that the governor weights have fallen out of place. Looking in the end of the pump you should see all six weights in place with the two slots on the thrust tube mating into the tabs on the governor arm. If they are out of place you can usually get them back into position with a long screwdriver.
When assembling the pump back on the drive shaft make sure the dimple on end of the slot in the pump mates with the dimple on the drive lug of the shaft.
