True the belt should probably be a lot looser than you'd expect.
BUT - I believe that's more to go easy on the bearings, not so much about the belt.
And I would imagine a looser belt might be more likely to do what you're seeing. That problem is probably more aligment related.
Make sure the pulley's are perfectly aligned and on the same "plane".
In other words, don't just look to see that the bottom of the top pulley is aligned with the top of the bottom pulley. Make sure all sides of the pulleys are in line - left to right, top to bottom.
