The engine flywheel definitely needs to be turned by a professional, it should clean up very nicely. I would take the T/A plates with you also, his machine will clean them up & get them perfectly flat also.
I have seen some pretty seriously heat cracked flywheels come off of Cat & Cummins engines turned and they come out perfect.
Get a local guy that does diesel engine flywheels and has quite a bit of experience.
I would first soak all the rusted parts in kerosene or diesel which ever you have handy, and then see what needs further cleaning or machining.
