I'v used a product called Kreem. You can find it at motocycle shops. One kit includes acid etch to dissolve the rust, (do the chain trick like FC suggested), rinse, and epoxy like sealer. You'll probably need two bottles of the etch since its sized for a motorcycle tank, one bottle of the coating will probably be enough. I'v also seen it for sale by one of the vendors here on this web site under Marketplace-parts and supplies
