There is an obstruction between the fuel line and the bowl. Either as RB posted below or in the fitting between the gas line and the needle seat of the carb. The tractor should run with the bowl vented. By putting your finger on the tube the tractor is forcing the syphoning of gas through the obstruction where in normal operation the gas should flow freely. Think it through and you will realize that the bowl has to be vented inorder for the float to control the flow. The air level above the gas level must be permittted to fluctuate to permit a modulation effect(the supply and demand must balance) of the gas.
