As you know, the generator F terminal connects to the light switch, which grounds the field through the switch box cover, switch box, steering pedistal, tractor frame, then back to the generator case.
If any one of those half dozen spots where parts screw or bolt together has rust that prevents a good ground between the light switch case and generator case, the gen field will not be grounded and the generator will not charge.
If you run a new ground wire from the light switch body to the generator case, bypassing all those rusty joints, I bet your charging problem will go away permently.
As a test, temporarily connect a wire from the generator case to the light switch case and see if your generator comes to life.
