Take the covers off and you will find external contracting band brakes in there. If the bands are dowm p[ast the rivets get them relined at a crane shop or clutch shop. Put them back on. (be careful to not swap sides with lever parts they will go together but not work!!) Screw in the bottom bolt till it pushed the band into the drum, then back out till it is not touching the drum (1/2 turn or a little more) Jim
