In addition to checking the fuel flow, you can check for spark by taking 1 plug out, and see if you are consistently getting spark by holding it to a ground point with insulated pliers while cranking the engine over. Do that for each plug.
Also, when you say you did a tune up, points and condenser? Mag or distributor? Plug wires, are they copper core? Do you have a short in the ignition on/off wire? Sometimes it can be a simple grounded out ignition swith wire.
