On the upper right side of the PTO housing, there is a little cover (if it's still there) over a couple of screws with locknuts. Each of these screws adjusts a PTO band. One band makes the PTO go, and the other makes it stop. The trick is to adjust the bands so that one is tight when the PTO handle is up, the other is tight when the handle is down, and both are never tight at the same time.
