There IS supposed to be a copper washer under the head of the bolt, however, if someone, at some time, has repeatedly over-tightened that bolt, the top of the canister gets deformed and then even a NEW washer will not seal it up. I had this happen on my 1940 H. Had to scrounge up a different canister.
