With the tractor OFF and the key on (no pressures involved), take a jumper wire and jump across that high pressure switch to see if the compressor clutch now snaps in (you should hear it "click".
That switch is a normally closed switch and will open if the hi-side pressure gets too high.
Power flow is from the thermostat to the hi-pressure switch, thru it to the low-pressure switch and then out to the compressor clutch.
Sure sounds like a bad hi-pressure switch, but let's check to make sure.
