If your hitch linkage is adjusted correctly the system will not go on high pressure when lever is full raise or lower. If you are getting 1400 psi by activating aux valve lever that sounds good for pump and relief valve, sooo I am thinking your fluid is by passing right at the hitch cylinder or the check valve of the hitch cylinder. You can easily check either or both. Just unhook hoses from check valve and hook directly into block check valve is bolted to and plug block outlets. To check cyl just unhook hose that is return while lifting. With some kind of a load on hitch, and hitch not moving no oil should come out.
