If power steering worked ok before you took pumps out, I would suspect the o-ring or gasket between the two pumps. That thin little o-ring is often not included with pump packages and also the thin gasket can be a problem. Some try to sell you the thick one tht goes over the end when you have no power steering pump. And that o-ring from check valve can't get into power steering unless you had no filter as it is a seperate circuit from main pump. You can take the return line off from power steering, put it in a bucket and it should flow 3.5 gals per min of clear fluid, not foamy .
