Yes, they did change around 1949 and 1950, with different models at slightly different times. I think some of the first VR systems went onto 9-Series tractors, although I didn't try looking that up just now.

Parts catalog for the H shows the change at serial 340954, which was during 1950. I'm not finding the right reference right now, but I think the C changed before the end of 1949, so a '50 tractor would have been a VR system.

A '46 H clearly would have been a cut-out system when new.
