You have to pull all of them up with the three bolts to get them installed, built or stock. Stupid question, but did you remember to take ALL of them out?
IMO it should grab in 2nd and 3rd even with a stock clutch. With that said, you never said what type of class you were pulling in. In a "farm" class at a fair or local pull I have seen many take off in 2nd or more. I know not all of them have big clutches. If you are pulling in a LLSS class, then yes, it will probably slip the clutch (if it doesn't snuff out the tractor)
