If you torch the center bolt, how were you planning to remove it. If the head of the bolt is to far gone to use a wrench on it, I would cut a hole in a piece of flat steel just big enough to fit around what is left of the center bolt then weld to it. Then use a pipe wrench to turn the flat plate to turn the bolt.
