cleaned head and valves? did you remove valves if did , must be replaced in same guide it came out of. when looking at valves need to know what to look for, like the seat and so on. turned engine over by hand? is this with the crank so you can get a steady revolution? if so then it should blow air out of plug hole with finger over hole. proper check is to use a guage if you want a good reading. did you adjust valves properly? manifold off dont matter. the most probable cause would be valve not seating, or not adjusted or not rotating engine fast enough during check.
