You need to be able to reach the internal stop in the govenor when throttle is fully forward and when you are up against that stop if you don't have enough rpm you could think about the gov spring being too weak. The usual problem with all these throttle linkage is lost motion due to wear and or rod is not supported properly so it bends when being forced forward.
