Redgems, sounds like condensation to me. One of the hardest things on an engine is short runs that don't totally bring it up to operating temp.
While I don't think that anything is amiss here, I would certainly run this puppy up to temp and keep her there for at least 30 mins. Condensation in the crankcase is NOT uncommon for tractors that don't get a regular workout. Not sure if you have some work for it to do, but I would certainly work it a bit, easy at first to run the rings and cam in, then REALLY put her to work. See if you condensation goes away.
comments on the re-tourque of the head are appropriate which of course also require checking/setting the valve lash. However, check with the machine shop that did your work to see what kind of head gasket was used. some require re-tourque, some don't. guessing is NOT the way to go here...................
