Yes, just leave the pump on there. You might want to loosen up the upper radiator hose and push the radiator up agains the bolster for a little more room. Use a pick or needle nose pliers to dig out the old one. I did it one time with the pump on the frame and don't recall having a problem getting the old material out.

Push comes to shove, then you will have to take off the pump.
