I have a 1953 Super C that had a Carter UT carb on it and it was nothing but constant problems. Several rebuild kits later installed by a couple of carb shops and it just never would run right. I found a Zenith NOS carb for it at a RPRU from Justin Weber and it has been a top notch runner ever since. That was my solution to the Carter UT problem and if you choose to keep working with your Carter I wish you the best with your issues, Hal.
