I've had an H transmission apart before, but I'm no expert, just a suggestion that maybe the last owner put a gear in backwards and its not engaging. Maybe try putting it in 4th gear and either jack a rear tire off the floor and turn it, or roll the tractor if it still has 4 wheels on it, while watching the power train.
