I don't think he is charging the battery. What he is seeing is the current draw. Drom his description, the battery goes dead. SO I believe your ammeter is telling the truth, and you have a generator or wiring fault. Put a voltmeter on the two battery posts when running at 3/4 throttle. You should see about 7.5 volts.
