It can be caused by any combination of things but if you haven't already I'd try syncronising the governor to the carb. On the LHS of the tractor there is a yoke on the front end of the link to the carb from the governor. Remove the pin. Set your throttle lever (up by the steering wheel) to full throttle (tractor not running, by the way). Push the link rod you have disconnect to the full throttle position on the carb. If the pin will now go back through the hole you're all set. If not adjust the yoke until the pin will fit in without tugging on anything. Hope that helps, Sam
