That is PTO speed. 1540 is the high idle speed for the A and B and 1818 for the C ans Super C. The same engine is used in power units and the are Gov'd at 2500 so I am not to worried. The engine has been rebuilt with new sleeves and pistons, valves and bearings. So its all good!
