just as there should be an adjustable stop for lowering, there should be an adjustable stop for raising on the top of the quadrant. hopefully you aren't missing the rail that the stops attatch to. our 1256 was missing that rail and stops and would do the same as you describe at the top. You may have other adjustments to do now or later, but a quck fix to adjust the upper would be to raise the lever until the system labors the engine, then lower it just past where operation is normal, and set the top stop there. Should go by the book soon as you can though. karl f
