If you're getting a VR, you can use a three-position switch. The lower two on the 4-position were to regulate the charge manually. On the 3-position, it's strictly and off-dim-bright for the lights, since the VR is regulating the charge.

It's a toss-up between the mag or the wiring. Your tractor runs, so you can buy the wiring for the mag set-up and use some of the old wires for a while to keep your distributor going. Or you can do the mag first and eliminate some wiring, and gt the harness later.
