The IH 06 series tractors are open centered hydraulics. I don't think whether the loader control valve was closed or open center would be what's causing the loader on your 706 to operate the way it does.
We had a mechanic from our CIH dealer down doing some work on our MX 275 not long after I purchased the 806 & when he saw the tractor he mentioned he had done done some work on it over the years. One thing he mentioned was that the loader originally worked as you said yours does . He said he switched something around so that the loader valve worked independently of the tractor'ss hyd remote levers. Not sure exactly what he said. I had to go to the dealership this morning to pick up some parts& was going to ask him what he had done but he was out on a call. I'll try to talk to him next week and post back what he said
