All parts in the system need to have a good ground. Use an OHM meter to make sure you do have groundeven the lite sw. If you ground the field terminal with engine running and it charges the reg is bad if grounding the field doesent make it show charge the gen isnt charging. Get all componets grounded and polarize the system and with all the things you say are new it will work. Paint and rust can sure make the old systems troublesome.
