Does it run ok when at an idle or does it miss? If it runs ok at an idle it sounds to me like there might be an issue with the govenor. Can you unhook it and run the throtle without it?

If it misses at an idle recheck the plug wires for the proper firing order which will be listed right next to the distribtor (1-3-4-2). #1 Cylinder is usually in the top-right hole on the distributor cap. Rotor turns ccw.

Also make sure you have adequate fuel flow to carb. Lines free and clear of debris and new fuel filter.
