Hey Mr Mayor - I had a regulator bad fresh from the dealer for a buddy's John Deere 60 a couple years ago. So it CAN happen!
I'd try a new regulator, and if it turns out the first one is indeed NG I'd take it up with whoever sold it to you.
FWIW the nearly new "made in USA" regulator on my Super H gave me fits yesterday. All the tests point to a bad regulator, although the regulator has probably only 10 hours use altogether.
