Do you have an internally regulated alternator? If so you may be wired up wrong.
The paperwork reference "..."R" - "L" ALTERNATORS..." implies the harness is intended for use with the Delco DN series (externally regulated) alternators.

How to tell external vs internally regulated:
The auxiliary terminals on the Delco DN (external regulator) are labelled "R" and "L" , are arranged in parallel (like this: l l), and plug in straight from the rear.
The aux terminals on the Delco SI (internal regulator) alternators are labelled "1" and "2", are arranged in line (this: - - ), and plug in from the side.
