Mine is the same way, have to move it close to half to get off idle. After overhauling it last winter checked the throttle lever and where the shaft was pinned in the throttle lever it was worn. Tried to drive it out, but wouldn't move, was afraid of breaking something. Mine has a stop on the throttle lever that won't let it go below the notches. I think the IT manual says twist the shaft if you have used up all the adjustments
