Your problem is with the flow control valve. It is on the right with the rusty cap. All three of my 400's had this valve replaced by previous owners. I have seen several other 450's that have had the same service. It is difficult to get out because the fuel tank has to be removed. You may be able to service it by replacing the internal parts through the top. A good service manual with a trouble shooting section could help you decide what has to be done
