I'm sure it can be done, but it will take a lot of improvising and head scratchin', and the total cost will probably scare you unless you can scrounge all the parts from a spare parts heap. Also, the end result will be better than nothing, but probably not nearly as good as what is on your new tractor. I've got power steering on a '50 H, and I love it, but it won't hold a candle to the full hydraulic power steering on newer machinery.
