At least one aftermarket supplier of engine parts used to furnish the bushings to engine rebuild shops, they had to be sized most times though. Haven't tried to get one for a few years so don't know if the information is current. Valu Built Tractor parts in Iwoa did sell used idler gears with a new bushing installed also. Think IH just starter selling the gear bushing and hub complete is probably the reason parts person can't find it.
