FL - You can determine whether it's the motor or tranny by doing this: Jack up one rear wheel. Engage the PTO clutch (or belt pulley clutch if the tractor has a pulley), and put the transmission into high gear. Now while an assistant steps on the foot clutch, try to turn the jacked up wheel while watching the PTO shaft or belt pulley. If you can turn the wheel and the PTO/belt pulley turn with it, your tranny's OK and it's the motor that's stuck. If the wheel CANNOT be turned, then it's time for a visit inside the transmission. My money's sez you have stuck motor BTW...
