I rebuilt my Zenith carb , why won't it adjust??

Just finished remounting the Zenith carb ( after overhauling it ) to the 130. There is only 1 mixture adjustment on this carb and it doesn't seem to make any differance including all the way both directions that I place the adjustment screw. I am running the power at full while adjusting. Am I doing something wrong? Had the same problem before I rebuilt it. Tractor doesn't seem to run too bad, has some hesitation just like before carb rebuild.
