Farmall H's are notorious for locking up on occasion.Loosen the bolts that hold the starter in place , wiggle the starter, tighten the bolts up and try it again. Sometimes you could get lucky and put the tractor in 5th and rock it..the movement of the engine's ring gear will often let the bendix release and you are good to go..if not remove the battery positive, then remove the starter, its pretty straight forward, check to see if the bendix gear moves freely on the starter shaft, sometimes a drop of oil is all that is needed, or clean everything , then a drop of oil and replace...lots of starter help in the archives..good luck!
