Put a gauge on the pump. That would tell you if the problem is the pump or the valves. It is supposed to have 30 to 60 psi with valves in neutral and 12 to 1500 psi at high pressure. It sounds like you have no pressure as you said the motor does not lug when levers moved. The trouble shooting section of my book says 1 Loss of fluid 2 pump failure 3 Faulty pressure regulator valve 4 leakage past lift cylinder seals ( not likley as all of your valves stopped at same time ) 5 plugged intake screen
