If I am understanding you correctly, you need to turn the engine ONE turn in the direction it runs (CW, viewed from the front) from where it is now to conform with the adjustment sequence you are trying to follow, as you seem to be starting off one turn from where you need to be.
Then, it will be in the position to adjust valves mentioned first... 1,2,3,5.
After adjusting THOSE 4 valves, turn it exactly ONE more turn in the direction it runs, then set the remaining valves, 4,6,7, and 8.
(ANY valve being adjusted MUST be closed!)
