You can use a hydraulic jack a flat steel plate to get them started.. If you can get them up a half to three quarters of an inch, they will usually come on out with out a great deal of difficulty. I had a machine shop to make me a plate that fits snug on the inside of the sleeve and is 5000 shy of the same diameter of the outside of the sleeve.. You can push the sleeves on up into the block if it doesn't loosen up by the time the sleeve gets flush with the bottom of the block.
