Randy: Do you have the date from that parts page or book you are showing us? I think the spring did become an option at some point during production.
I agree a very high percentage don't have the spring. I also seen a few of what I considered to be after market springs, however they fitted in very well. It may have been an item you could always buy from IH. Another thought, it could be the implement or attachment the rockshaft came with. Even though most rockshafts were the same, they were ordered as part of the implement and not part of the tractor. You may find this info different in a plow parts book than in a cultivator parts book for example.
