I don't know how the worm gear is attached to the shaft. The reason I had to take mine apart was that the output shaft bushings were badly worn, the worm shaft was okay, so I didn't mess with it. If it's keyed to the shaft, it's probably a busted key and easy to fix. If the sector gear is busted, the busted tooth should still be in the gearbox, and can be welded and re-ground. The manual steering does take a good effort, so that might have been the extent of the problem. While it's apart, though, you can check it out and replace the bushings and bearings. I had to have bushings made, the shafts built up and reground, but yes, most anything can be fixed.
