I agree with JT, in that it sounds like it just needs a good clean up and maybe brushes. I just fixed a starter that had given me fits for many years. The main fix was cleaning up the mating surfaces between the end plates and where the starter mates to the tractor. Most overlook this, and to be honest I never paid any attention as well until someone mentioned it. I simply took some emery cloth, and a small wire brush to those surfaces until they were clean and bright, and now it spins easily even when the temp is cold. Before it turned hard even when in the summer. JT is right, they are pretty simple to work on. When you think about it those mating surfaces on the starter are the rest of the ground circuit and all the 00 cable in the world will not help if those are rusty. I was going to change out my cables to 0 or 00 cable, but after doing some clean up it spins over fine with 6 ga. automotive cables.
