Not really unless you had carb off and the throtle shaft is not in the governor corrctly and preventing the throttle from opening, a loose manifold can cause it not to get fuel to plugs or a blown manifold gasket. These are a couple common things on the IHs I have been around. You might try pulling it in 3 or 4th gear and see what that will do. It will spin engine a lot faster than the starter will. It is worth a try.
